Motor Vehicles – OWI — probable cause

Samuel R. Anderson appeals a judgment of conviction for operating a motor vehicle while under the influence of an intoxicant, first offense (OWI) and challenges the denial of his motion to suppress the evidence. Anderson argues that the arresting officer lacked probable cause to administer a preliminary breath test (PBT) and, with or without the result of the PBT, lacked probable cause to arrest Anderson for OWI.
