Administrative Law — final orders — judicial review — standing

Hallis Mailen appeals an order of the circuit court dismissing Mailen’s petition for review of a decision of the Educational Approval Board. Mailen argues that the circuit court erred in concluding that the Board’s letter closing his complaint against Madison Media Institute (hereafter MMI) was not a final order subject to review. We conclude that the Board’s decision was a final order. We also reject the Board’s alternative argument that Mailen lacked standing. We reverse the circuit court’s order dismissing Mailen’s petition for review, and remand for further proceedings. Not recommended for publication in the official reports.
