The national law firm of Quarles & Brady LLP announced Tuesday 11 new partners have been elected effective October 1.

“We’re excited to welcome this outstanding group of attorneys to the partnership at Quarles,” said Mike Aldana, the firm’s managing partner and chair of the executive committee.

“They have consistently demonstrated a commitment to excellence and the firm’s culture that have been the foundation of our firm’s success for more than 130 years. We look forward to seeing the many contributions they will make to our growth as leaders in the years ahead,” Aldana added.

The new partners are:

Richard Davis is a Milwaukee-based member of the Health & Life Sciences Practice Group. Davis advises clients on a wide range of pharmacy regulatory issues in addition to helping them navigating the increasingly complex pharmacy benefit manager landscape. He also has extensive experience with the 340B drug pricing program and has worked with both contract pharmacies and covered entities to develop and optimize their participation. He earned a B.A. from George Washington University and J.D. from the University of Wisconsin Law School.

Justin DeAngelis is part of the Intellectual Property Practice Group in Chicago. He guides clients through the development of domestic and international patent portfolios, focusing on patent preparation and prosecution, freedom-to-operate analyses, and infringement analyses for design and utility patents. In addition to maintaining a robust utility prosecution practice, DeAngelis is a member of the design patent bar, having prosecuted hundreds of U.S. design patent applications in a wide variety of product categories. He received a B.S. from the University of Wisconsin-Madison and J.D. from the Chicago-Kent College of Law – Illinois Institute of Technology.

Elizabeth Gebarski is a member of the Health & Life Sciences Practice Group, located in Milwaukee. She counsels clients on health care regulatory and compliance issues, business development, government program enrollment issues and licensing issues. Her work includes counseling on health care transactions, pharmaceutical industry matters, and Medicare and Medicaid program compliance from the provider and plan perspective. Gebarski obtained her B.A. from the University of Michigan and J.D. from Marquette University Law School.

Jake Lichter is a Milwaukee-based member of the Public Finance Practice Group. He assists state and local governments with their financing needs while serving as bond counsel in connection with the issuance of general obligation and revenue backed debt. Lichter also advises on tax incremental financing and development matters. He received a B.A. from the University of Wisconsin-Madison and J.D. from Georgetown University Law School.

Lora L. LoCoco is a member of the Product Liability Practice Group. An experienced litigator with a focus on product liability defense litigation, she represents and advises manufacturers, distributors and rental companies nationwide in various industries, including heavy equipment, transportation, medical devices and consumer products. She also devotes a significant portion of her practice to commercial litigation, with an emphasis on indemnification and insurance coverage claims and litigation. LoCoco earned a B.S. from the University of Wisconsin-Madison and J.D. from Marquette University Law School.

Pamela Lundborg is part of the Business Law Practice Group in the Naples, Fla., office. She represents clients throughout the entire mergers and acquisitions (M&A) process, including planning, due diligence, drafting and negotiating transaction documents, and coordinating the closing process. Lundborg also advises both public and private corporate clients on all aspects of commercial transactions, including contracts, business operations, corporate succession planning, lending and financing issues, and asset protection. She obtained both her B.S. and J.D. from Syracuse University.

Lynn O’Brien is a member of the Washington, D.C., office and the Labor & Employment Practice Group. She manages a wide range of business immigration matters, guiding employers in the hiring and sponsorship of employees. She has significant experience leading high volume immigration programs and serves as a mentor within the immigration bar. O’Brien supports dreams and entrepreneurship through the practice of immigration and through her leadership. She received her B.A. from the University of Maryland College Park and her J.D. from the Catholic University of America Columbus School of Law.

Patrick Proctor-Brown is a Milwaukee-based member of the Litigation & Dispute Resolution Practice Group. He handles a variety of general civil and commercial litigation matters, with a focus on public utility regulation, litigation and transactions for franchisors and distributors, and insurance coverage work on behalf of policyholders. He also is experienced in professional malpractice litigation and litigating complex disputes between businesses. Proctor-Brown earned B.S. and M.P.A. degrees from the University of Wisconsin-Madison, an M.A. degree from Norwich University and J,D. from the University of Wisconsin Law School.

Camille Roe is in the Labor & Employment Practice Group and part of the Chicago office. She focuses on employment litigation, including defending against state and federal claims, and suits brought by private parties and by the Equal Employment Opportunity Commission. Roe has extensive litigation experience, having handled numerous labor and employment matters, including cases involving sexual harassment, retaliatory discharge, and various discrimination claims through trial and in arbitration. She obtained her B.A from Avila University and J.D. from the University of Missouri School of Law.

Jason Stavely is a member of the Labor & Employment Practice Group in the San Diego office. He advises employers on a variety of labor, employment and human resource matters, and regularly defends employers in workplace-related litigation. He also devotes a substantial portion of his practice to both counseling clients and litigating claims concerning employee restrictive covenants and the protection of trade secrets. Stavely received a B.S. from Missouri State University and J.D. from the UCLA School of Law.

Jonathan Stone is a Milwaukee-based member of the Intellectual Property Practice Group. He develops business-minded IP strategies for his clients, which include universities, research institutions and companies at the cutting-edge of technology. Stone works closely with his clients to develop IP strategies that drive commercial value in complex technologies, including artificial intelligence and machine learning, medical imaging, health information technology, radiation therapy and nuclear physics. He received a B.S. and M.S. from the University of Wisconsin-Madison and J.D. from Marquette University Law School.
