Listen to this article

James J. Kaufman appeals pro se from an order affirming a prison disciplinary decision and dismissing his certiorari petition for review of two other prison disciplinary decisions. He claims that Wis. Stat. sec. 893.735 (1999-2000), the 45-day statute of limitation for a prisoner to file a petition for certiorari review, is unconstitutional because it deprives prisoners in segregation access to the courts and that because he was denied materials and law library time, the time for filing his certiorari petitions was tolled. He also claims that he was denied due process in the disciplinary proceedings.

We affirm the order of the circuit court.
