Former chief counsel for Doyle faces suspension

A Dane County attorney who once worked for Gov. Jim Doyle’s administration is faced with a 90-day suspension of his law license.

According to an Office of Lawyer Regulation complaint filed on Dec. 20, Stanley Davis, of The Davis Group and former chief legal counsel and deputy chief of staff under Doyle, committed 20 counts of misconduct while representing five clients in a variety of civil cases.

In Davis’ dealings with clients, the OLR alleges various violations of the same ethics rules, including failing to cooperate with the OLR’s investigations of grievances filed against him by clients, failing to diligently represent clients, failing to tell clients and the courts that his license had been suspended and working on clients’ cases although his license had been suspended.

The complaint also states that Davis had failed to respond to the OLR when it was investigating the grievance the client had filed against Davis.

The OLR also alleges that, from May 2017 to May 2018, which was the period when Davis’ license was suspended for failing to report continuing-legal-education requirements, Davis met with clients and appeared at least three times in court. Moreover, when the OLR attempted to investigate the matter, Davis failed to respond.

The OLR is seeking a 90-day suspension of Davis’ law license.

Davis, who earned his law degree from George Washington University Law School, has been admitted to practice law in Wisconsin since 1998.

The Wisconsin Supreme Court suspended Davis’ license in August for failing to cooperate with the OLR in its investigation of a grievance filed against him. His license was suspended again in November for failing to pay dues and submit a trust-account certification to the OLR.
