Man faces homicide charge in 21-year-old Racine cold case

RACINE, Wis. (AP) — Authorities have identified a man arrested in a 21-year-old cold-case homicide investigation in Racine.

Court documents show 45-year-old John Clay faces one count of first-degree intentional homicide in the August 1994 shooting death of 24-year-old Andre McKinstry inside Steve and B’s Tavern in Racine. He was arrested Thursday in the Chicago area and is expected to be extradited to Racine.

The Racine Police Department said in a statement Friday that the case was reopened in 2009, along with other unsolved homicides dating back to 1970, and reviewed in light of advances in DNA technology and “other solvability factors.”

Court documents don’t list an attorney for Clay.
