Medicaid federal policy guidance documents are available on the Medicaid.gov website. These documents come in several forms, including “letters to State Medicaid Directors, letters to State Health Officials (often regarding CHIP policy or financing issues), Informational Bulletins, and Frequently Asked Questions to communicate with states and other stakeholders regarding operational issues related to Medicaid and CHIP.”

The website also includes links to various regulations issued by the Centers for Medicare & Medicaid Services. Recent additions to this portion of collection deal primarily with the Affordable Care Act.

Items are listed in chronological order, however the researcher can refine the results by document type and/or topic. There is also a dedicated search box.

One feature I particularly like is a link titled “View 508 Version of the Federal Policy Guidance dynamic list.” Selecting this option, the researcher will see the entire list of documents available from 1994 forward, making browsing quite easy.

On a related note, the Wisconsin Division of Hearings and Appeals provides links to Administrative Law Judge decisions for state Medicaid issues.
