Judge offers clarity in preliminary injunction

MADISON, Wis. (AP) — A judge has provided some clarification on his order that halted an investigation of Gov. Scott Walker and conservative groups.

This month U.S. District Judge Rudolph Randa granted a preliminary injunction halting the John Doe probe, saying it violated free speech rights. The investigation focused on campaign fundraising and spending during 2011 and 2012 recall elections.

But a person close to the investigation told The Associated Press that lead investigator Francis Schmitz is talking with Walker about a settlement to end the probe.

On Wednesday, Schmitz asked the judge if the injunction affects his conversations with attorneys of those targeted.

On Friday, Randa wrote the injunction applies to attempts by the prosecution team to force compliance with the investigation. But Randa added he could not judge discussions without more detail.
