Habeas Corpus — exhaustion
Where a state prisoner failed to raise an issue in any state court proceeding, he cannot raise it in federal court.
“Bolton waived the issue he now raises by not raising it in his petition for habeas corpus relief and by not arguing it before the district court. He also failed to fairly present the issue through a complete round of state court review, and the claim is procedurally defaulted. We can discern no factual or legal argument that would excuse any of these procedural failures.”
Affirmed.
