Property – foreclosure — unpaid taxes

Gary Charles Lizalek, pro se, appeals a judgment of foreclosure and an order denying his motion for reconsideration. Lizalek argues: (1) that the County of Milwaukee had no right to tax his land; (2) that the County refused to accept his payment; (3) that the circuit court was biased against him; (4) that the County was not entitled to foreclosure because it did not have a tax certificate as required by § 75.19 (2011-12); and (5) that the foreclosure was an unconstitutional “taking.” We affirm. This opinion will not be published.
