The Administrator of the Division of Hearings and Appeals, David Schwartz, appeals an order reversing the revocation and reconfinement of Samuel Johnson. The dispositive issue is whether there was substantial evidence to support the agency’s decision. We conclude there was and, therefore, reverse the circuit court order returning Johnson to supervision. This opinion will not be published.
