I have spoken to several people who consider the Library of Congress Guide to Law Online, their one-stop shop. The site “is an annotated guide to sources of information on government and law available online. It includes selected links to useful and reliable sites for legal information.”
There are several main categories available to the researcher including international/multinational law, nations of the world, Federal law and State law. There is also an extensive index. These select links are reviewed by the great folks at the Library of Congress and organized in an “easy to locate” fashion.
