Implied consent; stop and detention

Elizabeth Tower appeals from a circuit court order revoking her driving privileges based on her improper refusal to provide a breath sample. Because the arresting officers did not have reasonable suspicion for an investigatory stop, we reverse the order of the circuit court. This opinion will not be published.
