Ethelyn C. Kloth appeals from the circuit court’s order affirming the Department of Health and Family Services’ decision denying her application for a foster care license pursuant to Wis. Admin. Code sec. HSS 56.04(1)(a). The question on appeal is whether substantial evidence supports the Department’s decision.

Because the Department correctly applied Wis. Admin. Code sec. HSS 56.04(1)(a) and substantial evidence supports the Department’s decision, we affirm.
