Deputies involved in fatal shooting near Merrill cleared

MERRILL, Wis. (AP) — The Wisconsin Department of Justice says no charges will be filed against four officers involved in the shooting death of an Eagle River man in July.

The department said Friday that the use of force against 50-year-old Scot Minard was justified self-defense.

Authorities say Minard first shot at a police officer in Antigo, led officers on a chase, then pointed his shotgun at police at the end of an hour-long standoff near Merrill.

The DOJ’s report says Minard told police he would not return to prison and they’d have to shoot him. It says a witness told investigators that the officers shouted back, “We don’t want to shoot you, you’re a human being.”

The report says drugs were found in Minard’s blood, including alcohol, cocaine, THC, opiates and amphetamines.
