Attorney’s license suspended for 2 years for overbilling client

The Wisconsin Supreme Court has suspended an attorney’s license for two years and ordered her to pay more than $60,000 in restitution to a longtime client.

Jenny Armstrong, who practices in Madison, graduated from the University of Wisconsin Law School in 1979. She has not been previously disciplined.

Wednesday’s discipline stems from an Office of Lawyer Regulation complaint filed March 9. According to the complaint, Armstrong repeatedly overbilled a longtime client between 2000 and 2005, often for non-legal tasks, including canceling and transferring a vehicle title, general contractor services for a duplex the client owned and clerical work.

Armstrong could not immediately be reached Wednesday.

The OLR’s complaint asked that the justices suspend Armstrong’s license for two years and order her to pay more than $60,000 in restitution to the client. The court agreed, noting in Wednesday’s decision that Armstrong’s misconduct was “deplorable.”

“Her misconduct is aggravated by her refusal to acknowledge wrongdoing throughout much of the investigation,” according to the decision. “Her conduct absolutely warrants a lengthy suspension of her license to practice law.”
