Former state Sen. Joe Leibham will join Foley & Lardner LLP as a lobbyist, according to a news release from the firm.

Leibham, R-Sheboygan, will replace Ray Carey as head of the firm’s government relations practice. He will start Monday and take over as public affairs director on Jan. 1, lobbying on behalf of its clients with the Legislature, governor’s office and state agencies.

Leibham, who was elected to the state senate in 2002 and served in the Assembly before that, ran in the Republican primary to replace outgoing Congressman Tom Petri, R-Fond du Lac. He lost to state Sen. Glenn Grothman, R-Campbellsport, and resigned from the Senate on Monday. Grothman won and will leave the Legislature in January.

Foley & Lardner has deep ties with prominent Democrats. Former Democratic Gov. Jim Doyle was hired by the firm after he left office in 2011.

Carey was public affairs director for 15 years, according to the release.

The Associated Press also contributed to this report.
